The Polit Bureau of the Communist Party of India (Marxist) has issued the following statement on April 21, 2016.
IN a landmark judgement, the Uttarakhand High Court has set aside the President’s rule imposed on March 27, 2016 and directed the holding of a Floor test on April 29.
It is very significant that the Court underlined that Article 356 of the constitution must be used as the last resort. Further, it ruled that the imposition of President’s rule was contrary to the norms laid down by the Supreme Court.

THE Polit Bureau of the CPI(M) strongly condemns the firing by security forces in Handwara town in North Kashmir which led to the deaths of three innocent young men and an elderly woman. Among those killed was a 19-year old promising cricketer. These killings have led to widespread unrest all over the valley.
BELEAGUERED chief minister of West Bengal Mamata Banerjee is threatening to take revenge against opposition “by every inch” after the assembly polls. This has become her “war cry” in this year’s election. While this has exposed the authoritarian character of the Mamata Banerjee’s regime, people’s mobilisation against this regime is growing every day. As CPI(M) state secretary Surjya Kanta Mishra has said in his public rallies, “People are advancing in metres and kilometres while the chief minister is gauging inches. History has taken top gear in West Bengal.”
EVER since the BJP government was formed in Jharkhand, the state is being converted into a communal cauldron. In the 15-month period of the Raghubar Das government, religious processions and events are being utilised to create communal tensions and unleash violence. The latest incidents have occurred during the Ram Navami processions in Bokaro and Hazaribagh. In Bokaro, the procession entered in a Muslim locality to which it had no permission to go.
THE Handwara incident in the Kashmir valley, once again, highlights the political and administrative failure in tackling the vexed problems in the troubled state of Jammu & Kashmir. The alleged harassment of a school girl by an army jawan led to protests outside the army bunker in the town. This was responded to by the heavy hand of the security forces.
A meeting was organised on April 2 in Jaipur to condemn the rape and murder of Delta Meghwal, a 17-year-old Dalit student in Rajasthan. On March 29, the body of Meghwal was found in the water tank of Jain Adarsh Teacher Training Institute for Girls in Nokha, Bikaner where she was studying. Police took her body to hospital in a civic garbage carrying vehicle without video-graphing the whole process.
THE announcement on March 14 by the Russian president, Vladimir Putin that the bulk of the Russian forces deployed in Syria were being withdrawn caught Washington and its allies on the wrong foot. Their predictions that Russia would be mired in a long drawn out war were deflated. At the beginning of the military campaign in Syria last year, President Putin had made it clear that the mission in Syria was a time bound one with clear cut military goals.
EVERYBODY is talking about Dr Babasaheb Ambedkar's life and work today. One of the reasons for this spurt in interest might be the 125th birth anniversary of Ambedkar. However, the interest shown by political parties on Ambedkar today has got other strong political reasons.Ambedkar's life work was to a large extent in the pre-independence period. He passed away on December 6, 1956. It was not even a decade since achieving independence at that time. And it was not even five years after the promulgation of constitution, in whose drafting he had played a major part.
