THE state organisational plenum of CPI(M) Bihar state committee was held at Darbhanga from October 22-24. It concluded with a resolve to build a strong organisation by launching mass and class struggles.

A mass rally was organised at Polo Maidan on the occasion of the plenum which was addressed amongst others by Polit Bureau members Prakash Karat and Hannan Mollah, and Vijay Kant Thakur, Central Committee member, and state secretary Awadhesh Kumar.

While addressing the well attended gathering Prakash Karat lambasted the Modi government for its hollow promises to the peasants and the unemployed of the country and for spreading communal hatred all over the country. The central government has totally failed to curb price rise and provide employment to the unemployed and at the same time failed to develop agriculture and industries as promised. The slogan of Make in India has fallen flat, he said.

Condemning the recent communal disturbances at Chapra, Prakash Karat had harshly criticised the BJP and its affiliates for their involvement in creating communal tension. He also criticised the Nitish led Mahagath bandhan for its failure in taking action against the rioters and its inadequate role in dealing with the situation. He emphatically said that in any state, it is only the Left forces who are capable of giving a befitting reply to these anti-national and anti-social elements with the help of people.

Hannan Mollah said that the prices of essential commodities are sky rocketing. Money meant for MNREGA is being siphoned off. Workers are not getting jobs. He informed the gathering that 3,50,000 peasants have committed suicide in the last two decades. The agriculture minister says that most of the peasants are commuting suicides due to family fights, if this is not a joke then what else is it, he questioned. He called upon the poor people, workers, peasants and toiling  masses to come together to teach a lesson to the present anti-people government at the centre.

State secretary Awadhesh Kumar addressing the rally said that Bihar cannot make progress if the land reform is not carried out in the state. He charged Nitish Kumar for protecting the interests of the feudal elements of the state. The report of Bandyopadhyay  commission that says that there are 22 lakh acres of illegally possessed land in the hands of the landlords and their musclemen, has been put in cold storage. If these excess lands are distributed amongst the poor people, poverty can be eradicated to a greater extent. The Party will fight for the allotment of 10 decimals of land to all the homeless people in the state. The Party strongly opposes the transfer of money is lieu of ration.

V K Thakur presided over the meeting while Lalan Choudhary, secretariat member of the Party gave vote of thanks. After the rally, the delegates session began at Kamla Nehru Hall. Veteran leader, V K Thakur unfurled the red flag and tributes were paid at the martyrs column.

The presidium comprised Ramashray Singh, Abul Kalam Azad, Chandsi Yadav, Neelam Devi. Ramashray Singh placed the condolence resolution.

Prakash Karat inaugurated the plenum. In his address, he referred to the conclusions drawn in the 21st Congress. The Congress had thoroughly debated the erosion in the mass base of the Party and emphasised the need to take  steps for the growth of the Party organisation.

After the assumption of power by the BJP at the centre, two pronged right wing attacks have started. On the one hand the BJP led government is implementing the neo-liberal policies in the interests of corporate sectors and on the other communal polarisation has increased. To meet the challenges posed by neo-liberalism, communalism and imperialism, Party organisation has to be strengthened. He stressed the need for a complete overhaul of work style. The leaders of higher committees should forge strong relationship with the cadres working at the ground level and work among the masses. The leading cadres will have to take part in building movements, taking part in collecting funds, selling Party literature and papers.

He apprised the delegates about the detailed decisions of Kolkata Plenum regarding nurturing of whole timers. Providing then minimum wages necessary to lead a modest life, emphasis on building youth, students & women movement, enchasing the consciousness of Party members by organizing regular party classes. Party members must carry out 5 essential duties of attending meetings, reading Party organs, collecting fund for the party, paying lavy in consonance with their income, taking part in party programs & movements and work in a mass organization.

In his concluding remarks he said, that the party will have to focus on economic and social issues simultaneously and only by raising local issues and mobilizing the masses for continuous struggle, can ensure the growth of the Party.

The state secretary placed the plenum report before the delegates for discussion.

The report was brutally critical. It did not hide any weakness and resolved to combat the wrong and erroneous trends that have crept in over the period of time. Referring to the observation and erosion of mass bases in some districts in Bihar, State secretary in his report minced no words and criticized the functioning of the party right from state to the branch level. He assured the gathering  that as the party is built from above it will implement the directions of Kolkata plenum by subjecting the state leadership to undertake self correction by changing the work style and implementing the mass line by forging living relationship with lower level party cadres  and interacting with the masses. He gave the detailed picture of Party organization of the state. Functioning of the state, district local & branch committees.

He Particularly emphasized the need to bring in youth, students & women in large numbers into the Party fold to infuse fresh blood.

50 delegates participated in the discussion and made valid points to make the report more authentic.

Plenum has vowed to implement the Kolkata Plenum direction for building a strong CPI (M)  in Bihar.

Observer for Bihar party and P.B. Member Hannan Mollah thanked the delegates for their enlightened contribution which shows the developed consciousness of the participants. He emphasized the need to evaluate the functioning of the different committees at different levels at regular intervals.

Surveying the international and national situation in brief and underlining the challenges before the Party, he exhorted to build a strong revolutionary organization to take on the might of imperialism led neo-liberal communal corporate forces of the country. He particularly mentioned the importance of recruiting, youths, students, women in the party ranks and take up the issue of social oppression of dalits, women & minorities.

Com Sarvoday Sharma the secretariat members of the Party placed a resolution for the centenary year of soviet revolution for the whole year. The resolution was seconded by Com Arun Kumar Mishra which was unanimously accepted by the cheering delegates.

Plenum ended with the singing of INTERNATIONAL.
