Please accept the fraternal and revolutionary greetings of the Communist Party of Chile on the occasion of your 24th National Congress.

Comrades,

In this era of neoliberal globalisation and its enormous political, economic, cultural, social, and ideological complexities, no region or country in the world remains untouched by its consequences. We are certain that every Party of communists, regardless of the country in which we live, faces the challenge of analysing the international balance of forces in the peoples' struggle to transform our societies and the world – a struggle in which your country plays a decisive role.

Humanity is living through times of deep concern due to the profound crisis of capitalism in its neoliberal imperialist form, which is dangerously seeking to rebuild its strength. To do so, it employs fratricidal wars and the resurgence of fascism, with all that this ideology entails: racism, homophobia, xenophobia, anti-communism – in short, hatred and crimes against all who think differently from the world order based on unipolarity and political and economic coercion.

Many peoples and governments are striving to break free from this order and are moving toward creating multipolar structures that do not obey the IMF or global banking, rebelling against blockades and against economic agreements that only fill the pockets of large transnational corporations rather than ensuring the well-being of their people.

The Communist Party of India (Marxist), faithful to its anti-imperialist legacy and its decades-long struggle alongside the great masses of the exploited in your country, will undoubtedly emerge from this new Congress politically and organisationally strengthened, ready to fight with even greater determination to make that vast nation a fairer society for all its inhabitants.

PROGRESSIVE PARTY OF WORKING PEOPLE, CYPRUS (AKEL)

 

DEAR Comrades,

The Central Committee of AKEL extends a warm, militant and fraternal greeting to all the delegates of the 24th Congress of the Communist Party of India (Marxist), as well as to the Party leadership and members. This is certainly an event of high importance in the life of the Party and for all the working class and people of the country, as the CPI(M) is a mass national political party struggling at all fronts for the people.

Your Congress is taking place at a time when our world is boiling explosively. Wars, inequalities, conflicts and antagonisms are born and reproduced on the ground of the deep crisis of capitalism. For the first time in the post-war world, the threats of a new world war, fascism and environmental destruction are more visible than ever before. The reality of modern humanity is dominated by the chaotic social inequalities, as a result of the sharpening of the inter-capital contradiction, but also by the inequalities between states and regions. The vast majority of the population of the planet is faced with realities ranging from the extreme poverty and hunger, to homelessness, job insecurity, poverty and hunger, unemployment and the inability to meet basic needs in health, education.

The surge of militarisation, as seen, for example, in the recent plans and decisions at the level of the European Union to dedicate 800 billion euros to develop military industry and structures, along with the attacks on international law create a real threat to societies.

These threats call for closer cooperation and overcoming differences between broad forces of the Left in order to build resistance and avert the disaster. The role of the communist parties that lead struggles to confront numerous challenges and pave the way for peace, democracy, socialism, national independence and sovereignty, is vital in this framework too.

On this occasion AKEL wishes to extend its unreserved solidarity with your struggles and denounce the attacks against your Party and Indian communists. We stand in solidarity with the many mass struggles being waged in which CPI(M) plays a pivotal role.

AKEL on this occasion wishes to reaffirm its resolve to further develop our already close and fraternal relations on a bilateral level as well as within the framework of regional and international meetings of our movement. We highly appreciate these relations which are based on solid and longstanding foundations, on mutual respect and solidarity.

We take this opportunity to express our gratitude for your consistent solidarity with the struggle waged by AKEL and the Cypriot people to terminate the 50- years-long occupation of 37 per cent of our island by Turkey. AKEL’s struggle to reunify our people and country under a bizonal bicommunal federation, with political equality according to the relevant UN Resolutions, is continuing under adverse regional and international conditions.

In wishing every success to your 24th Congress of CPI(M), we wish to repeat our condolences for the untimely loss of your late general secretary and highly respected by the international communist movement Comrade Sitaram Yechury. His struggles and legacy will live forever.

Our party and people highly appreciate your firm position of solidarity with the just struggle of our people for ending the occupation and self- determination especially in this crucial moment where the occupying State is committing a genocide against our people in Gaza and West Bank.

We hope also that our good relations will improve for the benefit of our two peoples.

TO the Presidium of the 24th Congress of the Communist Party of India (Marxist),

Dear Comrades,

The Tudeh Party of Iran (TPI) extends its comradely greetings and fraternal solidarity to all delegates and the leadership of the Communist Party of India (Marxist) upon the holding of its 24th Congress. 

The TPI has always appreciated the significant contribution the CPI(M) has brought to the struggle for peace and progress in Asia and more widely internationally.  Your principled internationalism has undoubtedly been a source of strength for the struggle of the peoples of the West Asian region.  

The bilateral relations that our two parties have developed over at least five decades have further matured, benefiting from the best traditions of working-class internationalism.  These relations are built upon the foundation of a mutual deep understanding of the history of our respective struggles as well as our commitments to peace, progress, and international solidarity.  We are determined to furnish our fraternal bonds with truthful information and a cogent sober analysis about the developments in Iran, our goals, and the acute challenges that our Party and the wider progressive movement are facing. 

We would like to take this opportunity to restate our profound commitment to the longstanding fraternal relations between the TPI and the CPI(M).  We fully appreciate the solidarity the CPI(M) has consistently extended towards Iran's working class and their party and bona fide representatives – the TPI – in their struggle for peace, democracy, and social justice.

Your 24th Congress takes place amid very complex, challenging, and fast changing international conditions.  The continuation and sharpening of the crisis of the capitalist mode of production, along with the exacerbation of all its inherent contradictions are among the central characteristics defining the present era. The political-ideological crisis of the capitalist system accompanied by the utter bankruptcy of neoliberal directives have directly resulted in an ever-deepening and widening class divide throughout the world; the acute sharpening of class contradictions; the growth of fascism and racism; as well as the intensification of exploitation of the working class and the vulnerable.

The hugely important 24th Congress of your party is taking place amid unprecedented attacks from increasingly re-emboldened ultra-right forces across all continents, as well as a dangerously volatile socio-political context and zeitgeist around the world, which is threatening the hitherto prevailing consensus of peace, sovereignty of nations, and wellbeing of humanity.

In India, despite the commendable activism and campaigns of the CPI(M), millions of struggling Indian people remain at the mercy of an increasingly authoritarian, indeed fascistic, BJP regime led by Modi. A regime that has continually and shamelessly hacked away at the founding tenets of the Indian Constitution, with all its progressive inclinations that once saw India feted as a force for good in the Global South, supplanting that with a fiercely sectarian and jingoistic brand playing on the fears and insecurities of ordinary struggling Indians and championing bluster and mediocrity instead; And a regime that, despite India's prominence in BRICS and the Non-Aligned Movement, increasingly seeks to align the country with reactionary and pro-imperialist currents internationally.

The escalation of competition and antagonism between imperialist powers for the appropriation and re-division of markets, has already led to wars in various parts of the world as well as the catastrophic degradation of the environment. 

Imperialism's war in Ukraine since February 2022, and the genocidal war waged by Israel on the Palestinian people both in Gaza and the West Bank since October 7, 2023 are two obvious examples.  The reality that either of these wars could easily expand beyond the frontiers of the nations involved and beyond the scope of conventional warfare – with all the dire ramifications this entails for people beyond the immediate belligerents – underlines our pressing responsibility to oppose the imperialist drive to war.

Dear Comrades, the struggle for peace and progress in the Middle East is currently more urgent than it has been for decades.  The forces of imperialism, in a quest to maintain their domination of this hugely important region, steadfastly resist any material progressive change from taking place there – including the recognition and implementation of the most basic and righteous demands of its peoples for justice, as well as full and unencumbered self-determination and sovereignty.

Thus, the peoples of the Middle East are left having to contend with the continued and unrestrained interference of imperialism and its mal-designs on the one hand, and the chokehold exerted by reactionary imperialist-client regimes and the frighteningly reactionary forces of "Political Islam" on the other – the latter of which espouse a brutal and exploitative system that shackles its subjects to what can only be described as feudal norms at best, closing down any route for emancipation let alone development and social progress in those territories in which it holds sway.

In Iran, where governance and the political system is based on "Political Islam", the ruling dictatorship – now one of the contemporary world's longest-running – is zealous in completely blocking-off the path of any form of progressive change, be it political, economic, or social, and inflicts a brutal neoliberal economic agenda paired with a brand of violent sectarianism in its stead, both at home and abroad, to the ruin of Iran and her people.  This reality has been starkly illustrated in both the regime's vicious repression of the popular "Woman, Life, Freedom" protest uprising in 2022-23 at home, as well as its more recent appalling posturing and empty brinksmanship in relation to the events in Israel-Palestine at regional level.  It is no exaggeration to state that this has brought Iran and her long-suffering people to the edge of an abyss.

However, it remains our Party's view that the enduring lessons of the 1979 Popular Revolution underline that the anti-dictatorship struggle for freedom and social justice and the struggle against imperialist and capitalist policies and foreign intervention, in the defence of national sovereignty, are two sides of the same coin!

Dear Comrades, the Tudeh Party of Iran assures you of its commitment to the furtherance of our bilateral fraternal relations as well as its fraternal support for the struggle of the Communist Party of India (Marxist) for peace, democracy, and socialism.

Dear comrades,

We would like to salute the 24th Congress of the Communist Party of India (Marxist). During its long and rich history, CPI(M) has been the vanguard of the Indian working class for many decades. As a party with a strong base among the Indian people, it has accumulated important experiences. The party has been carrying the torch of socialism in one of the most important countries not only of Asia but also of the whole world. And the struggle is going on with a strong social support.

The fact that India is governed by a reactionary, religious sectarian party makes the current situation even more arduous. The Modi government has adopted authoritarian methods, similar to those in an increasing number of countries. Another issue is that this government is cooperating closely with several imperialist countries and trying to benefit from the fierce competition between them.

These facts make the struggle for socialism even more crucial. The task of CPI(M) as the vanguard in this struggle is of utmost importance. In a country with a vast working class and a rich history of social struggle, strengthening of CPI(M) will be a source of inspiration for all communist forces in the world.

With the new US administration and rapidly evolving developments in the international arena, we may witness a new era, in which the international correlation of forces can change drastically. Under these circumstances, international solidarity and international cooperation between communist parties become even more crucial.

CPI(M) and the Communist Party of Turkey have always had close relations in the past. We are confident that these relations and cooperation between our parties will improve in the near future, as the international communist movement has to increase its influence in world politics. We are ready to do our part in this regard.
