Delhi: Severe Shortage of Teachers in MCD Schools: Crisis in the Education System
THE Delhi State Committee of CPI(M), in a statement issued on February 25, has expressed deep concern over the severe shortage of teachers in Delhi Municipal Corporation (MCD) schools, which has led to a complete breakdown of the education system. According to the 2021 CAG report, some schools have up to 60 per cent vacant teaching positions, while inadequate infrastructure has cast a dark shadow over students' futures. In East Delhi Municipal Corporation schools, only 58 per cent of the required teachers are employed, while in North Delhi Municipal Corporation schools, the figure is only 46 per cent. The situation is worst in South Delhi Municipal Corporation schools, where only 39 per cent of teaching positions have been filled. The student-teacher ratio is alarmingly poor, exposing the negligence of both the Delhi government and the municipal administration and their apathy toward the right to education.
In the 2022-23 budget, the Delhi government had promised to increase spending on education. However, there remain serious discrepancies in fund allocation and implementation. As a result, students in MCD schools are deprived of adequate teachers and essential learning resources. It is important to note that MCD schools primarily cater to children from poor and marginalised communities.
The Delhi State Committee of CPI(M) demands that the process of appointing teachers in MCD schools be initiated immediately. A transparent and time-bound action plan must be formulated to fill all vacant positions. Deficiencies in infrastructure, including classrooms, toilets, libraries, and digital facilities, must be addressed. Budgetary resources should be utilised effectively, and an independent monitoring committee should be set up to ensure accountability. Every child in Delhi must be guaranteed quality education.
CPI(M) underlined that this crisis is not just about a shortage of teachers but a reflection of the government's overall apathy toward education sector. The discrimination against the children of the poor and working-class studying in MCD schools will not be tolerated. Every child has the right to quality education, CPI(M) statement said.
