CPI(M) Stages Protests for Kerala's Rightful Fund Allocation from the Centre

Anjali Ganga

CPI(M) district committees staged protests in front of central government offices across the state under the banner "Keralam Entha Indiayilalle?" (Isn't Kerala in India?) to demand the appropriate allocation of central government funds to Kerala. The protest began at the area level on February 19 as a foot march and continued till the 23rd.

The protest saw the participation of thousands of Party members and sympathisers across 13 districts. Wayanad district was exempted from the protest since the LDF district committee is leading a protest in New Delhi. The demonstration is against the central government's calculated attempts to financially strangle the Kerala government by not providing the adequate tax share that the state rightfully deserves.

On February 25, CPI(M) state secretary M V Govindan inaugurated the protest in front of Raj Bhavan in Thiruvananthapuram. Polit Bureau member A Vijayaraghavan inaugurated the protest held in Kozhikode at the Income Tax office premises. CPI(M) state secretariat member M Swaraj inaugurated the protest held near the Passport office in Alappuzha. CPI(M) Central Committee member E P Jayarajan inaugurated the protest held in front of the Head Post Office in Kannur. CPI(M) Central Committee member Elamaram Kareem inaugurated the protest outside Malappuram's GST Office.

Kerala has been a staunch opponent of the central government's neoliberal policies. The central government has been denying Kerala's long-standing key demands, such as a special financial package of Rs 24,000 crores and a demand for Rs 5,000 crores for the Vizhinjam Sea Port Project.

Additionally, a package of Rs 2,000 crore for rehabilitating people affected by the landslide in Wayanad was also ignored. Kerala's primary requirements were entirely disregarded, including an increase in the borrowing ceiling from 3 per cent to 3.5 per cent of the Gross State Domestic Product (GSDP) and addressing fiscal issues like the extension of GST compensation.

The protest highlights the growing discontent over the central government's apparent disregard for Kerala's developmental needs and financial concerns. Demands such as Rs 1,000 crores for human-wildlife conflict, Rs 4,500 crores for fighting climate change, Rs 300 crores in support for non-resident Keralites, Rs 2,000 crores for the needs of migrants returning to Kerala, and a proposal to increase the Minimum Support Price (MSP) of paddy from Rs 23 per kg to 40 per kg was entirely ignored by the central government. Proposed projects like the Semi High- Speed Rail Project from Thiruvananthapuram to Kasaragod (named Silver Line) and the Sabari Rail project failed to find a place in the union budget.

People from Wayanad staged a fiery protest in Delhi, pressing an end to the central government's neglect of the Wayanad landslide-affected victims. The two-day protest, led by the LDF Wayanad district committee, was inaugurated by CPI(M) Central Committee member Vijoo Krishnan on February 24 at Jantar Mantar.

The central government is ignoring the request for compensation for the landslide disaster in Mundakkai and Chooralmala, which claimed 298 lives in Kerala. Vijoo Krishnan questioned why Priyanka, who had written to the chief minister regarding the rehabilitation of Wayanad landslide victims, is not raising the issue of wildlife attacks with the central government.

CPI district secretary E J Babu chaired the protest. AAP MP Sanjay Singh arrived at the protest site to express solidarity. CPI(M) Rajya Sabha members John Brittas and V Sivadasan, Lok Sabha member R Sachithanandam, CPI national secretariat member Annie Raja, INL president Muhammad Sulaiman, and SFI central secretariat member Nitish Narayanan were among those participated. LDF district convener C K Saseendran, CPI(M) district secretary K Rafiq, K J Devassia (Kerala Congress M), CM Shivaram (NCP), P Vishwanathan (Janata Dal S), Skaria (RJD), A P Ahmed (INL), Sunny Mathew (Kerala Congress B), and Rajith (Congress S) also addressed the gathering.

MPs John Brittas, V Sivadasan, and R Sachithanandam presented a memorandum to the prime minister under the leadership of C K Saseendran. The protest, which demands an immediate allocation of Rs 2,000 crore for relief operations, a Rs 1,000 crore package to address wildlife issues, and necessary amendments to the 1972 Wildlife Protection Act to safeguard the people, continued on February 26th as well.
