The 21st Party Congress of the Communist Party of India (Marxist) takes serious exception to the blatantly exclusionary and discriminatory policies being followed by successive Central Governments towards the rights and entitlements of the people of the Scheduled Castes and Scheduled Tribes. As a consequence of neo-liberal policy, the people of the Scheduled Castes and Tribes have also had to face a reduction of their legitimate share in national resources.

THOUSANDS of adivasi men and women started pouring into Azad Maidan in Mumbai from the night of May 18. IN a massive cleanliness drive throughout the state of Kerala, lakhs of people gathered under the banner of CPI(M) in every street to clear off the garbage accumulated in public spaces. This initiative taken by the Party ahead of the monsoon season is to ward off the threat of epidemics that may result during the monsoon season with garbage piled up in many places and the failure of the state government to launch the pre-monsoon cleaning drive.
