IN the second week of September, North Korea carried out its fifth nuclear test. The last two tests have been in quick succession. The latest nuclear test, the most powerful so far, coincided with the country's 68th independence day celebrations. It was conducted in the underground testing facility of Punggye-ri in the northeast of the country. The magnitude of the blast has been estimated at between 10 and 20 kilotons, much higher than the test in 2013 which was estimated to be between 6-7 kilotons. Pyongyang has claimed that the latest test was that of a hydrogen bomb.

It is also manifest in Modi's Make in India, which is an offer to global capital to exploit India's cheap labour, along with various tax breaks and subsidised land. This is in contrast to how self reliance and development was seen in the national movement. It saw developing knowledge as integral to the process of developing the country and its people.
THE 5TH Jharkhand State Conference of CITU was organised in the colliery town of Ramgarh on September 14-15, 2016. Ramgarh inherits the legacy of struggle against oppressors since long. It was the venue of the historic Ramgarh session of Congress in1940 which witnessed the differences between left and right elements within the Congress, led by Subhash Chandra Bose and Mahatma Gandhi, respectively. Prior to that, it was an important centre of the 1857 revolt. After independence, the town has been the site of uprisings against feudal elements.

INTERNATIONALLY acclaimed dramatist and protagonist of ‘Theatre of the Earth’ Heisnam Kanhailal died on October 6 in his famous drama institute Kalakshetra in the outskirts of Imphal, Manipur. He was 75 and had been suffering from cancer. He was a member of the Communist Party of India (Marxist). He is survived by his wife Heisnam Sabitri and son Tomba. Kanhailal was born on January 17, 1941 into a poor family at Keisamthong Thangajam, Leirak, Imphal. His father H Pishak Singh was a follower of legendary Communist leader Hizam Irabat Singh.

THE World Bank and the IMF have started a new trend of late, of taking “progressive” positions in their publications even while insisting on the same old “conditionalities” in policy negotiations with particular countries. In accordance with this new trend these institutions have now got concerned with issues of poverty and inequality; and the World Bank has just brought out what is supposed to be the first of a series of annual publications tracking progress towards poverty removal and curtailment of inequality. This publication is called Poverty and Shared Prosperity.
THE Delhi-NCR state committee of the Dalit Shoshan Mukti Manch (DSMM) submitted a 13-point demand charter to the Delhi government on October 3, as part of DSMM’s call for observing national protest day. A DSMM delegation including president Brahmjeet Singh, general secretary Nathu Prasad, vice-presidents Ram Kanwar and Daleep and secretary Bharat Danger met the deputy chief minister of Delhi, Manish Sisodia and submitted the demand charter. Manish Sisodia assured that his government will explore all possibilities to look into all the demands.
