23rd Party Congress of CPI(M) Resolution

Against the Severe Onslaught on Rights of Education

THE 23rd Congress of the Communist Party of India (Marxist) condemns the attacks launched on the education system by the present BJP dispensation. The pace of privatisation and commercialisation of education, an integral part of neoliberal policies, increased after the BJP came to power.  The intention is to withdraw the State from education and let private corporates occupy that space. These policies are a direct attack on quantity, quality and equity in education.During the pandemic, closure of educational institutions, sudden push towards online learning added to the distress.

Fight for the Rights of Inter-State Migrant Workers

THE 23rd Congress of Communist Party of India (Marxist) condemns the gross apathy of the Modi government towards the plight of the crores of migrant workers in the country. While accurate data on the number of migrant workers is not available, data from the Census of India 2011 indicate that there were 5.6 crore inter-state migrant workers in India. In 2020 their number was estimated at 10 crores.  Their labour is vital to all sectors of the economy. They work in the formal and informal sectors, in urban and rural areas, and in agriculture, industry, and services.

Need for Strong Public Health Policy

THE experience of the Covid pandemic has demonstrated the need for strong and responsive public health system. The Indian experience in the pandemic exposed the shortcomings of the public health system in the country and the robustness of the government health sector in Kerala.India has one of the most privatised public health systems in the world, with minimal government investment in health. The combined expenditures of the union and states on health have been around 1 per cent of GDP.

On Increased Atrocities and Injustice Against Dalits

THIS 23rd Congress of the Communist Party of India (Marxist) expresses its deep concern over the growing atrocities and injustices against dalits in many parts of the country.  These have increased and assumed new dimensions after the BJP came to power at the centre. Unfortunately in the recent period the judiciary is also sometimes giving judgments and making pronouncements that are inimical to the principles of social justice and affirmative action.Under the BJP government, the pace of the implementation of neoliberal policies gathered pace and budgetary allocations for SC welfare are cut

Ensure Legal Guarantee of an MSP, And a Central Loan Waiver to the Peasantry

THE 23rd Party Congress of the CPI(M) expresses grave concern at the deepening agrarian crisis in India, seriously aggravated by the neoliberal policies initiated in 1991 by the Congress-led union government in 1991, and taken forward since, by all subsequent central governments and by most state governments except those led by the Left. The current BJP-RSS regime led by Modi as prime minister has deepened the crisis with its ultra-neoliberal policies targeting all sections of peasants, agricultural workers and the working class.

For a Nation-wide Mass Movement of Policyholders, Employees, and AgentsAgainst Privatization of LIC

THE 23rd Congress of CPI(M) warns that the move of Indian government to make an Initial Public Offering (IPO) of 5 per cent of the shares of the Life Insurance Corporation of India (LIC) is the beginning of a nefarious scheme to privatise LIC. Despite a quarter-century of deregulation of the insurance sector, LIC still accounts for 73 per cent of the policies and 61 per cent of the first-year premium in the country. It is one of the world’s most valued insurance brands.

On Jammu and Kashmir situation

THE brazen and unconstitutional assault on the special status of Jammu and Kashmir continues to be accompanied by the large-scale arrests, particularly of youth, and intimidation and harassment of mainstream political leaders through central agencies like ED, CBI, NIA etc. Unprecedented ferocious clampdown on the entire population and their basic rights continue.Arbitrarily dismantling the constitution of Jammu and Kashmir has resulted in seriously damaging the relationship between the people of the erstwhile state and the union.

Solidarity with Palestine

THE 23rd Congress of the Communist Party of India (Marxist) reiterates its solidarity with the people of Palestine, who have been fighting for their homeland for more than seven decades.Starting on March 30, 2018, the Palestinian people began a series of mass protests for the right to return to their homeland. These protests lasted for more than two years and were suspended in 2020, during the pandemic. The Israeli government killed more than 260 Palestinians, mostly by sniper fire and injured thousands more.

Against US Imposed Sanctions and Blockades

US-imposed sanctions wreck the economies of target countries and cause immense suffering to their people. Because of sanctions, Iraq experienced a lack of drinking water, proper sewage systems, fuel, and wood as well as an increase in the spread of disease and mortality. Iran and Syria suffered a decline in the availability of food and medicines. Poverty and income-gaps increased under sanctions. An analysis of United States’ sanctions imposed since 2000 shows that they reduced the human development index of targeted countries and increased corruption.

Against Growing Attacks On Women

THE 23rd Congress of the CPI(M) expresses great anguish at the growing attacks on women in our country. The frightening regularity with which women and young girls are subjected to violence and abuse is alarming. Gang-rape, abduction, physical and mental abuse, torture of various kinds, threats of killing and rape are not isolated incidents. Instead they are a part of the larger systemic problem.
