All India Democratic Women’s Association (AIDWA) has issued the following statement on September 23, 2026:

AIDWA feels that every word of condemnation of the heinous crime committed in Jamui, Bihar, would still fall short of expressing the gravity of the offence.

A video showing a teenage girl being molested, groped and sexually assaulted by a group of men in Jamui district has caused widespread public outrage and condemnation. The incident has brought shame upon Bihar, India and, indeed, all of humanity. The brazen hooliganism displayed by the perpetrators—and the fact that some of those accused are reportedly minors—reveals the extent to which violence, misogyny and the normalisation of crimes against women have seeped into our society.

The impunity and sense of entitlement displayed by the perpetrators also raise serious questions about the protection and patronage they may have enjoyed from those in positions of power. This concern becomes all the more disturbing in the context of the Bihar Minister’s reported statement that “sporadic incidents keep happening” and that his government was keeping a watch on them.

India cannot continue to negate the lofty promise of Beti Bachao. How many times must we reiterate that women and girls are equal human beings, entitled to dignity, safety and justice? How many more times must we remind those in authority that laws must not merely exist on paper but must be implemented promptly, sincerely and effectively when crimes against women are committed?

Crimes against women cannot be addressed merely after the event. They require a broader, more sensitive and sustained approach that addresses the social conditions in which such violence is normalised. Respect for women and gender equality must be inculcated from an early age. School education and textbooks must promote equality, dignity and respect for women. Instead, today’s India is witnessing attempts to communalise educational content.

In the case of the Jamui incident, the immediate question is: will the perpetrators be brought to book swiftly, without fear or favour? The reported statement of Bihar Minister Shravan Kumar is deeply undignified and raises questions of accountability. Both the Minister and Chief Minister Samrat Chaudhary must answer to the people.

AIDWA and the wider women’s movement, while continuing its struggle, demands that:

·        The perpetrators must be arrested immediately and tried without delay under the provisions of POCSO.

·        All cases involving sexual violence against children must be expedited and brought to a time-bound conclusion.

·        The victim/survivor must be provided adequate security and protection.

·        All medical expenses, including counselling and psychological support, must be borne by the State.

·        Adequate compensation and reparations must be provided by the State.

·        Government, administrative and police officials found responsible for shielding the accused or delaying the course of justice must be held accountable and appropriately punished.

AIDWA is monitoring the situation closely. We call upon the authorities in Bihar and at the Centre to act decisively and ensure justice. Women will not remain silent in the face of violence, impunity and injustice.
