AIKS Bihar State Conference Resolves to Intensify Struggles on Burning Peasant Issues

THE 38th Bihar State Conference of the All India Kisan Sabha (AIKS) was held from June 6-8, 2026 at Motihari in East Champaran district. It was attended by 315 delegates from 30 districts. Champaran is famous for the indigo farmers struggle led by Mahatma Gandhi in 1917. After that, there have been several militant class struggles in this district, led by the AIKS against landlordism, for land rights, and on other issues. 

This is also the district in which the AIKS state vice president Rajmangal Prasad had won 99,677 votes in the Pipra assembly seat in the 2025 elections, but had lost by a small margin. However, Rajmangal Prasad is now in jail in an old case on trumped-up charges made by BJP leaders. This was denounced by all the speakers in the open session with which the conference began. Dr Ashok Dhawale, Badal Saroj, Lalan Choudhari, Ajay Kumar, MLA, and Satyendra Mishra met Rajmangal Prasad in the Motihari Central Jail.

After the condolence resolution, the enthusiastic open session was inaugurated by AIKS national vice president Amra Ram, MP. It was addressed by AIKS national president Dr Ashok Dhawale, national joint secretaries Badal Saroj and Awadhesh Kumar, state vice presidents Lalan Choudhari and Ajay Kumar, MLA, and state general secretary Binod Kumar, while the state president Rajendra Prasad Singh presided. All the speakers came down heavily on the anti-peasant policies of the BJP-led central and state governments, which have led to grave rural distress, and called for intensifying struggles against them. 

AIKS state general secretary Binod Kumar placed the report of the last four years, which was enriched with the discussion by several delegates. The AIKS in Bihar has been constantly active in several independent struggles, and also in united struggles led by the SKM.

On the second day there was a special session on the topic "United Peasant Struggles - Present Situation and Future Direction". The keynote address was delivered by Dr Ashok Dhawale, and others who spoke were AIKM state secretary Umesh Singh, AIKS (Ajoy Bhawan) leader Mithilesh Jha, AIKKMS leader Lal Babu Rai, and KKU leader Sanjay Shyam.

On the third and last day, after the general secretary's reply, the report was adopted unanimously. The remaining resolutions were placed by Prabhuraj Narayan Rao and were adopted. The credentials report was placed by Randhir Yadav. 

The main resolutions of the conference were centred on the burning agrarian issues of Bihar and the country. They were as follows: Cancel the Disastrous India-US Trade Deal; Repeal the four draconian Labour Codes; Restore MGNREGA and repeal the bogus VB-G RAM G Act; Withdrawal of the Seed Bill and the Electricity Amendment Bill; Stringent implementation of the D Bandopadhyaya Commission recommendations as regards land; House sites for all the landless; No forced eviction from land; Stable solution to the chronic problems of floods and drought; Registration of share-croppers and giving them benefit of all government schemes; Legal provision of MSP @ C2+50%; Re-starting of all closed APMCs; Loan waiver to the toiling peasantry; Re-opening of all closed sugar mills and opening of new sugar mills, clearance of all old dues, and sugarcane price of Rs 500 per quintal; Starting of food processing units and cold storages; Complete revamping of the entire irrigation sector.    

The conference elected an 85-member new state council, which in turn elected 15 state office bearers, with Ajay Kumar, MLA, as the new President, Binod Kumar re-elected as the General Secretary, and Manoj Chandravanshi as the new Finance Secretary. The other office bearers are: Vice Presidents - Rajendra Prasad Singh, Lalan Choudhari, Awadhesh Kumar, Prabhuraj Narayan Rao, Mohammad Sattar, Sanjay Kumar, and Joint Secretaries - Rajmangal Prasad, Shyam Bharati, Randhir Yadav, Manoj Kumar Yadav, Manoj Prasad Sunil, Dayanidhi Choudhari. The state council will elect the executive committee in its next meeting.

The conference ended with a rousing concluding speech by Badal Saroj. It was decided to ensure the great success of the August 10 Jail Bharo struggle in all districts of Bihar, to concentrate on sustained local struggles and strengthen the organisation manifold.
