AIKS Condemns Lynching of Cattle Trader by Cow Vigilante Gang
ALL India Kisan Sabha (AIKS) strongly protests against the inhuman and brutal lynching of Aasif Babu Multani alias Sheru Susadiya who died on September 20, 2025, at Sawai Man Singh Medical College, Jaipur. He was lynched by a gang of cow vigilante criminals in the early hours of September 16, when he was transporting cattle purchased from Lambia Raila cattle market near Bhilwara in Rajasthan to his village in Mandsaur in Madhya Pradesh.
According to Superintendent of Police Bhilwara, Dharmendra Singh, five people have been arrested and an FIR registered. A parallel case of alleged cow smuggling has also been filed against the victims. The victim’s brother has complained that several accused specifically named in the FIR remain free and are roaming around.
In July 2018, Supreme Court of India had issued guidelines to curb cow vigilantism and other forms of mob lynching. The court mandated a nodal officer not below the rank of Superintendent of Police in each district, fast track courts for lynching cases, completing the trial within six months, and a compensation scheme for victims. The court also urged Parliament to create a specific offence for lynching and directed states to ensure highway patrolling to prevent incidents. The court asked States to identify affected districts and file status reports on the action taken to prevent such incidents, highlighting the responsibility of State governments in maintaining law and order.
Cow vigilante gangs have been involved in numerous incidents of violence and lynching against minorities, particularly Muslims, in India after the Bhartiya Janata Party (BJP) came to power in 2014. An IndiaSpend study had found that between 2010 and 2017, 86% of those killed in cow-related violence were Muslim, with 97% of the attacks taking place after 2014. As per Human Rights Watch report (2015-2018), at least 44 people have been killed in cow related vigilantism, of which 36 have been Muslims.
Though seven years have passed since the apex Court’s order, Prime Minister Modi and Home Minister Amit Shah have not enacted any law in Parliament against mob lynching as directed by the Supreme Court. The National Crime Records Bureau (NCRB) under the Union Government has discontinued collecting even the data of murder by lynching, showing the deterioration of a biased administration under the Modi Government. In the context of the series of brutal and inhuman murders by lynching by cow vigilante gangs, having political allegiance to the Sangha Parivar, the rule of the ‘double engine’ State governments led by BJP have descended into a ‘Jungle Raj’.
The attacks on cattle traders and breeders belonging to Muslim minorities are targeted attacks against the cattle economy. According to NSS Situation Assessment Survey from 2018-19, 29 per cent of the income of farmers derives from the livestock sector, which includes the cattle economy. The cattle breeders, irrespective of their religious faith, are not getting reasonable prices to their cattle wealth and they are suffering huge losses and even risk to life since selling-purchasing cattle and its transportation is being obstructed by the cow vigilante gangs across the North Indian states. Farmers have to give up their cattle after certain age. Stray cattle have become a severe menace to crops as well as lives in the countryside as well as in the towns and cities. This situation has further aggravated the crisis ridden agriculture and intensified the miseries of the farmers.
AIKS strongly demands immediate arrest of all accused and ensures stringent punishment through fast track court for trial. The Rajasthan state government has to immediately take action against the Chief Secretary, the District Magistrate and the Superintendent of Police, Bhilwara for failure to comply with SC order on taking precautionary measures against lynching.
AIKS demands adequate compensation of Rs. 50 lakh and one employment to the family of the victim.
AIKS demands a Judicial Enquiry under the supervision of Supreme Court on all the incidents of lynching since 2014 during the period of Modi Government. The Parliament has to enact a law against lynching as directed by the SC and all the parties in the opposition should put pressure on the Modi government in support of this demand.
AIKS appeals to the peasantry and the fraternal Kisan organisations to campaign among the public to put pressure on the Union Government and all the State governments to protect the cattle market and cattle traders, ensure hassle free transportation of the cattle to ensure market rate to the cattle wealth, save cattle economy and agriculture.
