Jharkhand: CPI(M) Welcomes Formation of Displacement Commission
THOUGH delayed, the approval by the state cabinet of the Jharkhand State Displacement and Rehabilitation Commission Functions and Responsibilities Rules, 2025 for the formation of a Displacement Commission to safeguard the rights of the displaced, is indeed a positive initiative. The CPI(M) state secretariat, in a statement issued on September 3, has welcomed this move of the Hemant Soren led state government.
It may be recalled that the cabinet had already approved the proposal for the formation of this Commission in July 2024. However, it has taken a full year for its rules and regulations to be framed.
Since before formation of Jharkhand, CPI(M) has consistently raised its voice for justice to those displaced – lakhs of people who lost their land to mining operations, big dams, irrigation projects, and construction of factories. These displaced families, stripped of their agricultural land and livelihood, have been left to wander from pillar to post, pushed into the shadows of anonymity and neglect. Even in independent India, the capitalist model of development has forced tribals, peasants, and poor raiyats of Jharkhand off their cultivable lands, compelling them to a life of endless suffering.
CPI(M) demands from the state government that this Displacement Commission should not merely remain a committee but be given the status of a statutory commission, vested with legal powers. Furthermore, its rules must incorporate provisions for time-bound resolution of identified problems of the displaced, so that speedy justice can be ensured.
With the central government’s auction of private coal blocks triggering a third wave of displacement in Jharkhand, it is imperative that a legally empowered Displacement Commission begins functioning at the earliest.
