24th Party Congress of the CPI(M) Messages

Communist Party of Venezuela (PCV)

THE Communist Party of Venezuela sends warm Marxist-Leninist greetings to all the militants, friends and sympathizers of the glorious Communist Party of India (Marxist) on the occasion of its 24th Congress, to be held from April 2-6 in Madurai, Tamilnadu.

Your Congress is taking place at a time of profound crisis of the world imperialist system, which in the framework of its fierce competition for the control of resources, markets and trade routes, increases wars, invasions, policies of interference, and encourages the advance and strengthening of ultra-reactionary political expressions such as the BJP.

Like the people of India, the Venezuelan people are also struggling against an authoritarian government strongly influenced by conservative religious sectors, which today is attacking their democratic rights and social achievements. Contradictorily, these type of governments, deeply reactionary due to their openly capitalist and anti-popular character, present themselves as “anti-imperialist” alternatives due to their supposed contradictions with the powers of the traditional imperialist pole.

From the Communist Party of Venezuela (PCV), we reiterate our solidarity with the working people of India and with the Communist Party of India (Marxist), in their struggle against the reactionary government of Modi and the BJP, and for the conquest of more rights and liberties for the working class.

It is propitious on the occasion to express our gratitude for the solidarity of the CPI(M) with our organisation and the Venezuelan working class, in the face of the governmental onslaught against the democratic right of the PCV to exist and the restrictions to the trade union freedoms in our country.

From the PCV, we wish much success to the 24th Congress, to the new Central Committee that will be elected, and we are sure that from this congressional process the CPI(M) will come out much stronger and with a greater influence in the class struggle in India.

The French Communist Party, in solidarity with the Indian popular movement fighting against the racist, ultra-liberal, and repressive policies of Narendra Modi, renews its full support for the struggles of the militant forces committed to defending democracy.

The policies of the prime minister and his party, the BJP, are an attack on the secular structure of your country's Constitution; they also follow one of the most anti-social policies India has ever experienced. Massive privatisations and the destruction of public services have led to an increase in inequality. This has been made possible by attacks on labour legislation and anti-farmer laws. The farmers' struggles have also forced the government to partially back down.

France, Europe, and the rest of the world are experiencing a rise in the reactionary, racist, and warmongering far right. These forces serve globalised capitalism and the bourgeoisie, who, refusing to address the colossal challenges facing humanity, advocate only policies of austerity, confrontation, and the militarisation of international relations for the greater benefit of US imperialism. Modi's collusion with US imperialist policies and his complicity with criminal policies led by the far-right Netanyahu Israeli government pose a serious threat. Deepening their military partnership with increased sales of American equipment can only fuel tensions. Faced with the danger of wars and power politics, the French Communist Party has made peace one of its priority battles for collective security, in Europe and around the world. It calls for global security that guarantees each country the right to development and sovereignty, unsubject to capitalist logic and domination. This is why our party believes that true European strategic autonomy and true collective security in Europe cannot be achieved within the framework of NATO, whose imperialist aims, a source of confrontation, provide no security and oppose cooperation between peoples.

In often difficult contexts, our common struggles are more important than ever, working to innovate and build alternatives to capitalism, emancipatory alternatives driven by the desire for social progress for all peoples.

Dear comrades!

On behalf of the members of the German Communist Party, we greet the delegates of the 24th Congress of the Communist Party of India (Marxist).

Your congress is taking place in a difficult situation for your party and your country. The Hindutva regime of the BJP government is pushing for privatisation and social division, for a further restriction of the social and democratic rights of the working people.

But we also know that there is a broad resistance against this policy of democratic and secular forces, which became stronger in the last years. Your party is involved in all these struggles.

The government in the state of Kerala, in which your party is a major participant, is showing alternatives in the fight against poverty, in improvements in health and education.

As everywhere in the world, the capitalist crisis makes clear the need for a move toward socialism.

Both our parties fight against the war policy of imperialism all over the world, which currently can be seen in the war against Russia through the hands of Ukraine, which in perspective is also directed against socialist China, in the genocide against the Palestinian people in the Gaza strip and in many other places. But imperialism is getting more and more in the defensive as the move towards multi-polarity opens up possibilities for anti-imperialist forces.

We wish your Congress fruitful discussions and good decisions and your party a successful implementation of these decisions.

DEAR comrades,

It is with great pleasure that the Italian Communist Party brings its greetings to your 24th Congress.

We are aware that for many years your country has been governed by a right-wing nationalist force, the BJP, we are aware of this today even more than before given that our Prime Minister Giorgia Meloni comes from a political force that finds its historical legacy, albeit remote and indirect, in the National Fascist Party.

The world that we have been facing for a long time continues to invest its strategic choices in war scenarios, privileging the capitalist interests of the financial oligarchies and sending thousands and thousands of people to the slaughter to do and complete the economic interests of multinationals and finance. In the West we are fully aware of the warmongering rhetoric that led to the explosion and war in Ukraine, and today Europe is paying the consequences of its subservience to the Atlantic Alliance, finding itself suddenly abandoned by the United States, first instigators of the war in Ukraine and now pretentious creditors of resources.

We hope that, despite the political culture expressed by your still current government, your country can one day become a promoter of peaceful scenarios and collaboration between peoples, and we know that your battle for workers, for your people and for the oppressed is closely linked to an internationalist vision that we share and support.

Italy in recent decades has unfortunately lost its vocation as a bridge between the West and the East given by its particular position in the Mediterranean, due to the wrong and short-sighted choices of a political class that no longer has the power to decide on itself and its country. Hold together and defend the sovereignty of your country, as we try to pick up the thread that can lead to a recovery of our sovereignty, a sovereignty that is sacred and belongs to the people and that the right-wing nationalist forces have never truly defended but simply used in an instrumental way.

Obviously great responsibilities for the spread of right-wing forces in the world also fall on those liberal elites who pass themselves off as progressives but do not fully consider the problems of the people and workers.

It is up to us communists to bring back a minimum of order and truth in every country.

With best regards and the hope of a better and peaceful future for all, we express our best wishes for your congress and the work that will follow.

Dear comrades, with the greatest attention, despite the information blockade by Czech mass-media, we follow carefully the current affairs in your country and beyond. We follow carefully, too, sustained efforts of the Communists of India (Marxist) to increase the living standards of ordinary people. Although it is very difficult, if not impossible, for people in Europe to understand fully the living in multi-ethnical India, there is one clear goal connecting all people all around the world, to build a fair society without the exploitation of man by man, where all people would be equal to each other and they would have dignified living conditions, living in peace and sufficiency.

Dear comrades, we firmly believe your congress shall achieve its goals, your party to be continuously a firm part of the struggle for a better world.

The weapons of both the working class and the peoples, of whom your party is the vanguard, are the solidarity and the internationalism in this struggle. A better world is possible. Let us struggle together for it!

We hope, and we are sure, that the discussions in your congress will strengthen the party and its position within the politics and the working class in India.

Your congress is taking place in important and interesting times. We are witnessing a steady decline of the liberal order – particularly in the European Union, but also in US imperialism and its histrionic leadership. At the same time, we see the emergence of new international powers and a shift toward multilateralism. This is accompanied by increasing military expenditure across Europe, the ongoing war in Ukraine, the genocide against Palestinians, and the earlier genocide against Alawites in Syria.

From BJP in India to Vox in Spain, the rise of fascism is a threat from the capitalist class against the workers of all the world. In this sense, it is more indispensable than ever the reinforcement of progressive and democratic forces, specially the revolutionary and communist ones. Just a strong antifascist and popular movement will be able to stop this threat against the whole humanity.

We hope that we can read the conclusions of your discussions, and also we hope to strengthen the relationship between our sister parties, exchanging experiences and fighting together against global capitalism and imperialism.

THE Communist Party of Ireland is delighted to send fraternal greetings to the Communist Party of India (Marxist) which is in the democratic process of debates and discussion in the 24th Congress starting on April 2 in Madurai. Ireland and India share a common history of liberation from colonial exploitation by British imperialism.

India has the world's largest population and correspondingly a large working class reeling under the pressure of the neoliberal policies of the ruling class. Therefore it is with great interest the world is observing the class struggles developing in India of which CPI(M) is at the forefront, whether it is peasant struggle against farm laws or the workers struggle against labour codes. India is no exception to the rise of the right-wing all over the world and the ruling BJP with its communal agenda is disrupting the unity of the working class on the basis of religion and caste. At the same time Kerala under the Left is showing an alternative trajectory of inclusive development.

Imperialism in the 21st century thrives on surplus extraction and transfer from the periphery to the core. Hence it becomes important that the struggles in the periphery should succeed to defeat imperialism.

With neoliberalism on one side and the right-wing communalism and centralisation of power on the other thwarting the working class, we hope that CPI(M) will come up with strategies in the form of resolutions to galvanise the working class, sharpen the class struggles and accelerate the movement towards Socialism.

We express fraternal greetings again and solidarity in all struggles of the working class.

DEAR comrades,

The Communist Party of USA extends its warmest fraternal greetings to the 24th Congress of the Communist Party of India (Marxist) and expresses its resolute solidarity with the struggles of the working and oppressed peoples of India.

More than ever, the convergence of corporate and neo-fascist organisations in India and the United States calls for deepened fraternal solidarity and collaboration between our parties. In its course of development, the American extreme right has strongly emphasized its relationship with the BJP as a pillar of its legitimacy. A programme of mutual interference, termed “MEGA” by PM Modi as a nod to the MAGA movement, has facilitated far-right advances in both India and the United States at the behest of the most chauvinistic elements of monopoly capital. This programme has developed through years of targeted VHP organising among the Indian diaspora, and saw significant elaboration of its economic and geopolitical terms during the February 13th meeting between Trump and Modi.

The CPUSA firmly defends the CPI(M) in the face of ever-expanding co-dependence of MAGA and Hindutva forces. As the Trump administration relies on the BJP as a keystone of its imperialist ambitions and the Modi government and Trump regime take their cues from each other, our parties stand shoulder-to-shoulder in opposition. Comrades, we look to your heroic advances in revolutionary strategy and working-class governance not only as inspiration, but as a bulwark in the struggle against reaction.

We wish a productive and invigorating 24th Congress to the delegates and members of the CPI(M), and salute your contributions to the shared struggles ahead.
