Jammu & Kashmir State Conference of CITU

THE sixth Jammu & Kashmir state conference of CITU was held on December 11-12, 2022, in Jammu city. More than 200 people attended the conference, which ended with the call to strengthen the fight against the anti-worker policies of the government. The conference was held at Trikuta Palace named after Sham Parsad Kesar Hall. The reception committee formed for the conference had decorated the entire city of Jammu.

The state conference was jointly presided over by CITU state president MY Tarigami, Hari Singh, CITU state treasurer, Muzafar Wani, CITU state vice president, Jagdish Sharma secretary, Misra Bano, president of ASHA Workers Union Kashmir and Suraya from Anganwadi Workers Union (J&K).

CITU all India president, K Hemalata in her inaugural address stated that the historic nationwide strike on November 26, 2020, the decisive farmers’ movement and the solid support of the workers to it, has laid the foundation for the widespread unity of the workers' unions in the country. She said that because of this unity, today, the challenge to anti-people policies has strengthened and the demand for public welfare policies has become strong. She said that working class has been the worst effected because of Modi government’s anti-people policies and its support to  the capitalist, big business houses; their earnings and profits have gone multi-times high while the poor workers are facing unemployment, exploitation and recession. She also called upon the workers to participate in the kisan-mazdoor rally which will be held in New Delhi on April 5,2023 at the beginning of the budget session of the parliament.

Addressing the closing session, MY Tarigami congratulated the successful state conference and the unanimous election of the office bearers and the state committee. He said there are many challenges before the working class of the country. We have to increase our organisational strength to fight these challenges. Strengthening the democratic functioning from the primary unit to the state committee was emphasised. He said that CITU is a fighting organisation in the whole country. Due to Corona pandemic, there is decline in the membership. Therefore membership will have to be increased by increasing the existing membership by at least three times till the next conference. On the strength of this power, he called for intensifying the struggle to reverse the communal and privatisation policies of the current regime and implement alternative policies.

Kashmir Singh, all India secretary of CITU said on this occasion that there is no hike in minimum wages, no bonus, no central government minimum wages in the UT of Jammu & Kashmir, no regularisation of daily wage/contractual/casual workers etc. He called upon all the workers of the state to intensify struggles in support of their demands.

The general secretary report was placed by Om Parkash, CITU state general secretary. A total of 17 delegates including seven women participated in the discussions. Supporting the report, delegates participating in the debate said that coordination units should be formed at the village/mohalla level to organise trade union education of union-wise workers from block to state level, to create unity among CITU workers at the grassroots level. 
Seven resolutions on price rise; education and employment; regularisation of daily wage/casual/temporary workers working in different departments of J&K; domestic violence against women; granting state status to J&K and Ladakh; guaranteeing minimum support price and public distribution system; containing price rise, employment and minimum wages upto Rs 26,000; stopping disinvestment in PSUs, were adopted in the conference.

A total of 136 delegates including 42 women participated in the conference. There was not a single illiterate delegate in the conference and about 80 delegates were below 50 years of age. The conference unanimously elected 11 office bearers and 22 committee members. MY Tarigami  was elected as president, Om Parkash as working president, Jagdish Sharma  as general secretary, Abdul Rashid as assistant general secretary and B K Vaid as treasurer, Mishra Bano, Muzafar Wani as vice presidents, Jia Lal Parihar and Abdul Rashid Pandit as secretary. The conference also decided to keep one post of vice president and one post of secretary vacant to be filled up at a later date.
