Uttarakahand: 7th State Conference Resolves to Defeat Communal Forces

THE 7th state conference of CPI(M) Uttarakhand concluded with a strong party building, mass movement and a resolve to ensure the defeat of communal forces in the state.

RALLY AND OPEN SESSION

The conference was held from December 24-26, 2021 at Comrade Virendra Bhandari Nagar and Comrade Satyaprakash Manch, Jain Dharamshala, Dehradun. On this occasion, after taking out a grand rally in Dehradun city and paying homage to the martyrs of the state movement and the eminent leaders of the country and the state, the state conference of the Party started.

Inaugurating the open session of the conference, Party general secretary, Sitaram Yechury, while talking in detail on international and national politics, called for a united struggle against the communal and anti-people policies of the Modi government. He said that the Modi government is misusing the government investigative agencies to suppress the voice of the opposition parties and is constantly playing with the basic spirit of the Constitution. While speaking on the communal policies of the Uttarakhand government, he said that under the patronage of this government, the dharma sansad was organised in Haridwar, disrespecting the basic spirit of the Constitution and spreading communal tension in the entire country. The CPI(M) and Left parties strongly oppose this act. He said that the Left parties should work to oust the BJP from power by fighting unitedly in the assembly elections to be held in the state.

Senior Party leader, Bachiram Kaunswal hoisted the party flag and everyone paid their respects at the martyr's altar. After this, the open session of the conference started when the three-member presidium, comprising, Gangadhar Nautiyal, Indu Naudiyal and Shivprasad Devli.

 CPI(ML) state secretary, Raja Bahuguna and Indresh Maikhuri greeted the conference. Former district panchayat president, Shivprasad Devli welcomed the delegates in the conference, during the open session of the conference.

DELEGATE SESSION

The delegate session of the conference started in the evening. In the conference, 150 delegates elected from 10 districts out of 13 districts of the state participated, the political, organisational and action report of the last four years was presented by the party's state secretary, Rajendra Negi, in the conference, 35 delegates participated in the discussion on the report. The report was accepted unanimously after incorporating some of the important suggestions given by the speakers. Nine important resolutions were also passed in the conference, including the ones against communalism, changes in labour laws, women's problems, dalit problems, farmers, and against the new national education policy.

According to the report of the credential committee, out of 150 delegates, 21 female delegates and 129 male delegates participated in the conference; 58 from kisan, 49 from trade union, six from student, seven  from youth, nine from women's and three from the advocates, and two from the science front.

According to the social background of the delegates attending the conference, six were from the minority community, dalits- 17, tribal- four and seven from backward castes.

 A 25-member state committee was elected in the conference in which Rajendra Negi was elected as the state secretary along with a secretariat of seven members comprising Surendra Singh Sajwan, Gangadhar Nautiyal,  Indu Naudiyal, Mahendra Jakhmola, Rajendra Purohit, Bhupal Singh Rawat and Vijay Rawat was elected as a permanent invitee of the state secretariat. The conference also elected four delegates for the Party Congress- Rajendra Negi, Rajendra Purohit, Madan Mishra and Nitin.

Viju Krishnan, Central Committee member of the Party while addressing the delegate session of the conference, said that there is an urgent need for a member of a revolutionary party to be in discipline. He said that I hope that in future a big party with disciplined members will be formed in Uttarakhand and from this conference of the party, the comrades will move ahead with solidarity with new energy and direction.

In the end, Tapan Sen, Polit Bureau member of the Party, while addressing the delegates of the conference, said that capitalism wants monopoly in economic terms, so it wants to achieve it through dictatorship in politics. On discussing the political, organisational and future work plan of the Party, he said that although the party has led many struggles in Uttarakhand, it is insufficient due to the present unforeseen circumstances, hence the formation of a strong party in the state, is necessary. He said that after 2014, the power and the nefarious alliance of big capitalist houses has caused huge damage to the country due to vested interests. The gap between rich and poor in the country has widened further and the process of privatisation has intensified.

A resolution was passed in the conference, proposing the demand to register an FIR against those who made inflammatory speeches against the minorities in the dharam sansad held in Haridwar. A letter in this regard was sent by mail to the director general of Police, Uttarakhand from the venue of the conference itself. Another resolution for supporting the February 23 - 24 strike was also passed.
