Greetings to the 13th Congress of the CPV

The CPI(M) has sent the following message to the 13th Congress of the CPV on January 14, 2021.

Dear Comrades,

THE Communist Party of India (Marxist) greets the 13th Congress of the Communist Party of Vietnam (CPV) and wishes it all success.

We note that the 13th Congress of the CPV will be discussing the experiences of 35 years of the implementation of Doi Moi and the 30 years of the implementation of the Political Platform on National Reconstruction, apart from reviewing the implementation of the decisions of the last Party Congress and planning for the next five years. The agenda being taken up for discussion indicates the importance of the 13th Congress and the historical role it is destined to play in the construction of a socialist society.

The 13th Congress of the CPV is also significant in the current global circumstances.   The entire world is reeling from the twin effects of (i) global economic crisis that has pushed the economies of many countries into recession and (ii) the pandemic of Covid-19 that had impacted almost all the countries in the world. Many developed countries of the world, like the US and UK have witnessed their health systems collapse under the stress of the pandemic, with hundreds of thousands of fatalities, exposing the inhuman nature of governments in the capitalist system.

Capitalist countries are trying to shift the blame of the economic crisis on to the pandemic, while the global capitalist economy is still unable to overcome the crisis that began with the global financial meltdown in 2008. The pandemic situation has further worsened this crisis. In an effort to come out of the economic crisis, they are increasing burdens on the working people. On the other hand, they are severely curtailing whatever democratic rights available to the citizens of these countries. Dissent and protests are stifled in the name of fighting the pandemic.

Vietnam is one of the few countries in the world that have successfully combated both these twin dangers. While many countries are posting negative growth, Vietnam is one of the 10 countries that have recorded positive economic growth. Its GDP grew by 2.1 per cent in 2020. This was a remarkable achievement, made possible due to the intervention of the CPV that is leading the Vietnamese people and the State. The policies of the government of Vietnam like deferring taxes and land rentals, cutting interest rates, boosting credit and investment, ensuring that people’s livelihoods are safeguarded and generating demand through increasing the purchasing power of people have contributed to the economic growth in these unprecedented times.

The economic policies that led to the growth were possible also due to the efficiency of the Vietnamese government and the CPV, through their efforts to control the spread of the Covid-19 pandemic. It is due to the active intervention of the CPV and the government of Vietnam that the people of the country are successfully rallied in the fight against the pandemic. As a result, Vietnam had only 1,520 cases and 35 deaths. These numbers highlight the greatness of the socialist system that puts peoples’ lives above anything else. More importantly, Vietnam has more than three indigenously developed candidate vaccines that are in different stages of trials.

These achievements of Vietnam showcase the superiority of the socialist system and the humane nature of Marxism-Leninism over the exploitative capitalist social system.

In our country, India, economy is witnessing one of the biggest contractions in its recent history. Hundreds of thousands of people lost their livelihood. There is an intense attack on the rights of the working class and the peasantry. It is against these attacks that the working class and the peasantry of our country are in the midst of a historic struggle. Peasants are in a sit-in around the capital city Delhi for more than fifty days against the pro-corporate legislations enacted by the central government. The CPI(M) is actively supporting these struggles of the peasantry and the working class and is trying to further mobilise popular support in solidarity with these class actions. We are also trying to mobilise wide sections of our society against the authoritarian attacks of the government that intends to undermine and demonize these protests and use force to curb any and all dissenting voices.

Dear Comrades,

India and Vietnam share historic bonds of friendship and deep-rooted cultural ties. Similarly, our two parties too share strong bonds of solidarity and fraternal relations.

On this occasion of the 13th Congress, we once again reiterate our solidarity with the CPV and its creative efforts for socialist construction in Vietnam. We wish the Congress a great success and are confident that the decisions you will be taking, will lead to health, happiness and further prosperity. We are confident that Congress will pave way for the further strengthening of fraternal relations between our two parties.
