Haryana: Oppose 20times MBBS fee hike

THE CPI(M) Haryana has strongly opposed the decision of the state government to hike twenty times the fees of MBBS and PG courses of government medical colleges in Haryana. The present fees for the courses are Rs 53,000. With this decision, now from this session, every student who gets admission in MBBS in Haryana medical colleges will have to submit a bond worth of Rs 10 lakh every year. This will include the fees of that year also. The first-year fee now will be Rs 80,000, second-year Rs 88,000, third-year Rs 96,000 and the final year fee will be Rs1,06,480. It will be charged from this session i.e., 2020 onwards.

Similarly, the fees of PG course has been increased to Rs 1.25 lakh, the first year, Rs 1.50 lakh for the second year, and Rs1.75 lakh for the 3rd year. This will be implemented from the next session.

The government will arrange for Rs 10 lakh every year as bond; total 40 lakhs rupees in four years( Rs 3,71,280 from the pocket of the students and rest will be the loan). Six per cent interest on the loan will be around Rs 15 lakh. So the candidate will have to pay about Rs 55 lakh.  After passing out, if the candidate gets the Haryana government job, the government will pay the instalments of the bond. But the government is not bound to give jobs to every pass out. Then the pass out doctor will have to pay back the bond money, starting after one year, in seven years. 
The NRI candidates will not be affected by these rules.

There are about 800 MBBS seats in Haryana government medical colleges. The Haryana government does not have a commensurate vacancy for adjusting these pass-outs in government jobs every year. So they will have to repay the bond from their own pocket.
Such a big enhancement in the fees for MBBS student will have a big economic burden on the families of the students. The majority population of Haryana will be out of the race.

In a way, the Haryana government has privatised these government medical colleges also by increasing the fees to that extent. In private medical colleges also range is between Rs 5 lakh to Rs 18 lakh annual fees other than hostel expenses. The people who cannot afford this much yearly fee will not be able to get their children admitted.

The party demands that this order to increase the fees of MBBS course and PG courses should be taken back immediately. The Party has urged the public at large and different organisations to come forward to oppose this increase in fees in government medical colleges.
