HARYANA: Irregularities in Mayoral Elections

A JOINT delegation has submitted a memorandum to the chief electoral officer of the Haryana Election Commission on December 18, demanding thorough inquiry into the holding of corporation elections. The memorandum gave details of mismanagement, irregularities, bogus polling, suspicious interlinking of two EVMs and partisan roll of the returning officer towards the ruling party candidate. 

Those meeting the election observer Bijendra Singh, included CPI(M) mayoral candidate Jagmati Sangwan, CPI(M) state secretary  Surender Singh, independent mayor candidate Anil Bhatia, Nagarik Manch activists Capt. Shamsher Singh Malik, Two plus Five Andolan leader Satbir Singh Advocate, Swaraj India activist Renu Yadav and Santosh Mudgil.

The delegation said that the election observer conceded that the issue of linking of the two EVMs does have a scope of confusion for the voters. On rest of the issues, he assured that he will send a report to the SEC with his comments.

The memorandum has accused the returning officer and the State Commission of playing a partisan role as evident in the illegal acceptance of the nomination papers of the BJP nominee ManMohan Goel without a no objection certificate from the Uttar Haryana Vidyut Nigam, which is an essential condition under the Act for a person to contest the election. 

The CPI(M) leaders later told that if the counting was not withheld and inquiry ordered, then the Party will take part under protest.
