It’s Blood Everywhere: Large Scale Violence in West Bengal Panchayat Polls

From our Special Correspondent

AS apprehended, West Bengal witnessed massive violence and murderous attacks on people during voting in the panchayat election on May 14. TMC armed gangs captured hundreds of booths in almost all districts, chased away voters and cordoned off villages to force people to remain indoors. Opposition polling agents were driven out from booths. The ruling party goons fired on people, hurled bombs and in many cases snatched ballot boxes.

In the mayhem, 29 people have been killed. The number of deaths during the entire process of panchayat election has gone up to 46.

As the state was preparing for voting, the first news of killing came from Kakdwip in South 24-Parganas at midnight. In a gruesome incident, TMC miscreants torched the house of CPI(M) activist Debu Das of Budhakhali GP, booth number 213, Block Namkhana, police station Kakdwip. It was an attempt to terrorise the village. Debu Das and his wife Usha Das were burnt alive. It was evident that the criminals entered the house, tied their hands and legs, poured petrol and then burnt the whole hut.  Debu Das had been threatened on Sunday morning with dire consequences by TMC candidate and his associates. The couple defied TMC dictates and campaigned for CPI(M).

As the voting process started, one after another news of attacks began to pour in. CPI(M) activist Taibur Rahman Gain (28) was killed in bombing in Amdanga in North 24-Parganas when a TMC gang attacked a polling booth.

In Nandigram in East Midnapore, CPI(M) supporters Jogeswar Ghosh and Apu Manna were killed when a TMC gang fired upon them. They were campaigning for independent candidates, defied dictates and went to vote.

Opposition candidates, supporters were killed in Beldanga of Murshidabad, Tapan in South Dinajpur, Nawda of Murshidabad, Gangarampur in South Dinajpur. Voters were killed in Raiganj in North Dinajpur. Police officials, vote officials were also killed in North Dinajpur.

Large scale booth capturing and rigging took place throughout the state. In Cooch Behar, state minister Rabindranath Ghosh was seen leading booth capturing and slapping opposition polling agent. Large scale booth capturing took place in the district. In Jalpaiguri, booths were captured. Polling agents were chased away from numerous booths. In Malda, TMC fired at a queue of voters in Ratua, Bamangola, Baishnabnagar. Many were injured. In East Burdwan, almost all areas were captured by TMC gangs. Villagers were driven out from voting lines. In West Burdwan, most of the areas saw TMC gangs moving freely with arms. In some areas, people could resist and vote. In North 24-Parganas, hundreds of booths were captured in Baduria, Swarup Nagar, Bagda, Habra, and Barrackpore sub-divisions. Large gangs of TMC activists moved from morning and went from village to village to capture booths. In South 24-Parganas, police and TMC jointly attacked many areas in Bhangar where one villager was killed on May 12. Infamous TMC criminal Arabul Islam is a candidate in one of the panchayat samiti seats here. Arabul has been arrested in the murder incident. But he was instrumental in directing TMC armed gangs and police forces under police protection. TMC miscreants, along with police, unleashed huge attack on villagers and captured booths. In Hooghly and Howrah, large scale booth capturing took place. In Bankura, booth capturing took place in Taldangra, Khatra, Ranibandh. Clashes took place in some areas with villagers. In Murshidabad, large scale violence took place. TMC armed gangs attacked booths in Beldanga, Bhagabangola, Naoda, Jalangi, Domkal, Rejinagar and Suti. Many people were injured in bomb attacks. In North Dinajpur, TMC attacked in Raiganj, Hemtabad, Islampur, Itahar, Karandighi. Scores of people, including women were injured. It was a blood-spattered election in the district.

The distinct feature was that despite these attacks, people tried to exercise their voting rights. In many places, villagers tried to build up resistance and fought pitched battles with criminals. In some areas in Nadia, Murshidabad, North Dinajpur, South 24-Parganas and Hooghly, people chased away those who came to loot votes. They seized and burnt bikes and cars of the criminals, some miscreants had to suffer injuries. In fact, reports of mass resistance are abundant. For the first time under the Mamata Banerjee regime, TMC criminals had to face wrath of the people. In these clashes, nearly nine TMC vote looters were killed. In some other incidents, clashes between TMC groups also led to loss of life.

The attacks continued after the day of voting. TMC gangs attacked many villages where they could not fully rig. Police and state administration played complicit role.

Hundreds of complaints have been registered at the State Election Commission office, both from districts and CPI(M) state centre. But no action has been taken. In most cases, observers did not respond to complaints. In many places, even vote officials were attacked and driven out from booths. Ballot boxes were burnt, ballot papers snatched and looted. Even in these incidents, no perceptible action was taken by the state administration.

The Left Front organised a protest rally in Kolkata, which marched from Entally to the State Election Commission office on the day of polling. Biman Basu and Surjyakanta Misra were among others who participated in the rally. They have categorically asserted that the chief minister had to take responsibility of each and every loss of life.

West Bengal Panchayat Polls: Cold Blooded Murder of Democracy

NO condemnation is strong enough to denounce the barbarity which West Bengal is witnessing today to ensure TMC’s project of capturing cent per cent of elected panchayat bodies of the state.  Despite the forcible capture of 34 per cent of the seats uncontested, the heinous attempts to capture the rest are in full swing. The blood-curdling and gruesome incident where a couple of comrades (Debu Das and his wife Usha Das) of our Party have been burnt to death in Budhakhali GP, booth No. 213 in Namkhana block under Kakdweep PS of South 24 Parganas district.  Several other candidates and activists of the Left have lost their life in course of the panchayat election related violence. Abduction, arson are wanton.  The police administration is in complete cahoots with the TMC goons, said CPI(M) general secretary Sitaram Yechury addressing the media at Party headquarters in New Delhi on May 14 .

The scale of violence makes it very clear that free and fair poll is impossible with such active involvement of the TMC-led administration.  What is being played out has been also noted strongly by both the Kolkata High Court and the Supreme Court. However, none of the specific directions by the judiciary were implemented by those who are responsible for security management. The role of the State Election Commission has been obnoxious and the distinction between the TMC, the state government and the SEC has been completely obliterated.

It is also clear that the nature and spread of the violence betrays the complete isolation of the TMC forcing them to realise that but for such heinous methods there is no other way that  their  hegemony can be sustained.  The silver lining today has been that despite this all encompassing violence, intimidation and terror, there are significant reports of resistance spontaneously by the people. The CPI(M) and the Left are  in the forefront of resistance and protest.

We appeal to all peace and democracy loving people in the country to raise their voice against this violence and murder of democracy by the TMC.  We urge all our units to protest this cold-blooded murder of democracy and people’s right to vote urgently and to organise widespread protests by mobilising the people.

A more detailed fact sheet of the sequence of violence is published below.

In most cases, observers are not responding to any complaints. In many places, even vote officials were attacked and driven out from booths. Ballot boxes were burnt, ballot papers snatched and looted. Even in these incidents, no visible action was taken by the state administration.

In some areas in Nadia, Murshidabad, North Dinajpur, people chased away those who came to loot votes. They seized and burnt bikes of the criminals, some miscreants had to suffer injuries.

The police and the State Election Commission were largely conspicuous by their absence.  If at all, in some places, the police were actually conniving with the miscreants.

Left Front has organised a protest rally in Kolkata, which marched from Entally to State Election Commission office on May 14th afternoon.
