The Making of a Hindu State

PRIME Minister Narendra Modi during his first two years has sent a clear and unambiguous message to fanatically and ideologically committed anti-Muslims belonging to the RSS or stray groups like Abhinav Bharat of Lt.Colonel Prasad Purohit or Kumari Pragya that they will be fully protected by the State apparatus even if they had broken the law of the land.  May 13, 2016 charge sheet submitted by the National Investigation Agency in the Malegaon Blast case of 2008 has overturned the investigations and charges filed by the Maharashtra ATS against Lt. Colonel Purohit, Kumari Pragya and other accused. Instead of Maharashtra Control of Organised Crime Act, National Investigation Agency has accused them under criminal conspiracy, murder and under various provisions of arms act, unlawful activities act and Explosive substance act. The National Investigation Agency has rejected the charge sheet based on evidence under Maharashtra Control of Organised Crime Act and on the basis of some new evidence collected by it in 2016, it “has dropped charges against Sadhvi Pragya and others, besides diluted the case against Lt. Colonel Purohit.” The electronic media which is largely biased in favour of the Modi government has castigated the Congress-led UPA government at the centre for influencing investigators against Purohit and Sadhvi to condemn the RSS and Hindutva, forgetting that the same logic can be applied to National Investigation Agency Investigators in 2014 to 2016 under the Modi government. For RSS cadre, any means to achieve its Hindutva agenda is moral. The Malegaon blast case provides the best example of investigators by the National Investigation Agency favouring the acquittal of perpetrators of violence because they are Hindus and protected by the BJP government at the centre.  According to this logic, only Muslims are responsible for ‘violence’ and the functionaries of Indian State should firmly suppress suspected Muslim militants and protect Hindus who indulge in anti-Muslim violence. The story does not end here. The RSS and Hindutva groups are using the politics of beef to target Muslims and Christians. The Sangh Parivar has launched a mass campaign, projecting Muslims as the enemies of Hindus as they allegedly slaughter the ‘Holy cow’ for food. The politics of beef by the Hindutva groups is a mobilisation agenda for the Hinduisation of Indian society and it has been taken to the masses, so that the society gets polarised between Hindus and Muslims.  Riots have taken place on the basis of rumours spread by Hindu Rashtravadis that a “slaughtered cow has been found” near a temple and allegedly Muslims were the culprits who were to be punished for this unholy activity. A few Kashmiri students in Rajasthan who happened to be Muslims were attacked by Bajrang Dal for allegedly ‘eating beef’ and police protection was sought by the terrorised Kashmir students.

Moreover, it is a well known fact that any political authority or State which is committed to promote a particular kind of ideology and belief system has to control educational institutions. It is not only by raising emotive issues like beef eating for the Hinduisation of India, but also by control of the education system in schools, colleges and universities that the Sangh aims to achieve its agenda of ‘Hindu India’. The Sangh Parivar feels that the intellectual dissenters in universities like the Central University of Hyderabad and Jawaharlal Nehru University, posing a challenge to this agenda are to be controlled.  A fundamental difference exists between liberal philosophy of education and education for indoctrination, because in the former, dissent and free spirit of inquiry is encouraged, while in the latter, it is merely an ideological instrument, focusing on only one view point. Islamic seminaries teach theology and produce believers of Islam. The Sangh Parivar, like Islamic seminaries believe in the system of education that produces proud Hindus only. The slogan of Sangh Parivar and Modi government, including Modi himself is that “Hindu India has been a repository of knowledge” and the India of 21st century has to learn its own Hindu past and nothing else. With this in mind, the Modi government and other BJP governments in the states are working to ‘Hinduise’ education. The making of Hindu State is possible if the agenda of the making of Hindu citizen is implemented and pursued by educational institutions because these twin goals are ‘inter-related and inter-connected’. The upshot of above narrative is that from 2014 and the evidence available up to 2016 clearly shows that the Modi government and the RSS are making every effort through control over the Hindu State apparatus to establish a new Hindu Republic in place of secular, democratic, republican constitution of India adopted in 1950.
