Corruption in TMC Regime: People’s Poverty vs Rulers’ Prosperity

TRINAMOOL Congress came to power in West Bengal in 2011. In the last five years, the people of West Bengal have experienced complete denial of both public and private investment in welfare of the masses. Trinamool Congress, after coming to power, resorted to political intolerance towards the Left forces. This was happening in the immediate phase after gaining power. Political intolerance was followed by financial extortions from families of known Left voters as well as forced displacements of families of Left parties from their localities. Denial with respect to all government welfare programmes were going along with political intolerance. They were exposed in the second phase of their rule by the great Saradha scam, the largest ponzy scam India has ever seen. Financial loss was experienced by thousands of poor people -- daily and casual earners. Hard earned money of the poor in the state was siphoned off and TMC leaders were involved in the process. This phase was also marked by what is commonly known in the state as ‘Syndicate Raj’. This meant a nexus of violent lobby of intermediaries and brokers in buying and selling materials, particularly concerning real estate. This was also the time when the Chief Minster herself was found to be involved in organising several festivals in the state where loads of money were spent. These festivals also make TMC capable of building up a clientele of followers who got their financial share in organisation of the festivals. With recruitment in state government jobs falling, the ruling party also distributed funds to local clubs so that they can entertain themselves. A section of young men in the state was lumpenised in the process and money power was visibly used. The state government borrowing surpassed all records. The state was converted to a heavily indebted state in the last five years. The TMC regime has now been exposed by a sting operation of Narada News where people clearly saw that TMC leaders and MPs are taking bribes and making statements that they are used to taking money. This was the belief and experience of the people in the state, which was revealed by the sting operation. In the last lap of the rule, we find Chief Minister Mamata Bannerjee declaring several welfare schemes and heaps of public funds are allotted for government advertisement on the state’s performance where the Chief Minister is being portrayed as holding the magic wand. She is reporting that she has done forty years of work within five years. However, the schemes were all either old schemes introduced by the Left Front government or the central government. She distributed cycles to students, where it is alleged that financial transparency like issuing proper tender notices was not there. This is the truth with the majority of buying and selling by the government. The government is handling public money, which is meant for the welfare of the people. Financial mess or meddling immediately means siphoning off money from people’s welfare. This is reflected in the increase in number of suicides in the state during the last five years. There have been incidences of suicide by farmers and workers and deaths due to malnutrition in tea gardens and elsewhere. There has been increased migration of people of the state to other places and increased trafficking of young girls. Economic insecurity and pauperisation of the people are coming as direct outcomes of TMC party leaders’ increased accumulation of wealth and property. A TMC leader is contesting the present assembly polls from jail. He was arrested in the Saradha scam case. Several other TMC leaders are involved and accused in small or big financial laundering. This is the financial denial to the highest extent to the people of the state. Denial is two fold: first, the level of denial of public money in welfare schemes by siphoning it off; and second, extortion money the common people have to give to local TMC goons. This is the “order” of TMC mafia-raaj going on in the state. Hundreds of examples are there which bear the proof of money laundering and lack of financial transparency in working of the government under Trinamul Congress. Some examples are given below. From November 2015 till February 2016, the amount of black money estimated to be in the hands of several state level illegal chit fund and financial agency amounts to Rs 300 crore. At present CBI is investigating against 60 chit fund firms in the state, which has grabbed people’s money with the help of the ruling party. What has been revealed is the fact that even if investigation is taking place, money is being siphoned off in 21 sectors spread throughout the state in North Bengal. This money is expected to be used in the coming polls by TMC. There is proof of use of immense such unauthorised money, which is being observed by the people as used by TMC. This is again people’s money looted by the ruling party in terms of collection of people’s savings. The second example is from leakage from development funds allotted to be used in Siliguri-Jalpaiguri. In 2012, a bill of Rs 16.97 crore was shown as utilised in government records for electrification of cremation in Bagdogra. But the job was not done. This is the tip of the iceberg of the extent of financial scam of Siliguri-Jalpaiguri Development Authority. The chief minister had to remove the chairman of the Development Authority but he was kept a member of the board. In the name of construction of a film city, an amount of Rs 3.6 crore was found to be paid to fictitious landowners. The third example relates to buying of cycles to be distributed among school students, which was a pre-poll eye-catcher. This was an old scheme of Left Front government but newly declared as “dream project” of the chief minister. The cycles were all bought from outside the state and without issuing proper tender notices. The list can be made longer and longer. The present government hardly buys and sells with financial transparency. Nobody can get information about the progress, fund utilisation and development regarding any of the government schemes from state government portals or websites. Information exists for pre-2011 period or information is locked with passwords. This is even with respect to much-hyped Kanyashri and Yuvasri schemes. Information regarding the progress is in Chief Minister’s word of mouth only. The information also appears in election manifesto of TMC. But this lacks authenticity for obvious reasons. Financial transparency is zero in the state. This is a story of denial, deprivation and pauperization of the people at the cost of prosperity of TMC leaders and TMC affiliated people.
