For years, the CPC and the CPI(M) have maintained close contacts, a positive factor in enhancing friendship between China and India as well as that between our two peoples. FIRST of all on behalf of the Communist Party of Nepal (UML) and on my own, I would like to extend warm greetings to all of you and best wishes for the successful deliberation of your 22nd Party Congress to be held from April 18-22, 2018 in the historic city of India, Hyderabad. It is a matter of pleasure for our party to greet you on this occasion as we have been enjoying cordial and fraternal relations since a long time. We highly appreciate the important role played by CPI(M) to organise and to mobilise the working and oppressed people of India for justice, freedom and equality.

You are organising your congress at a time when we have been witnessing growing imperialist assaults in different parts of the world. Global financial capitalism has been pursuing an offensive strategy in various forms – ideological, political, economic, military, cultural and even psychological. However, these assaults and offenses are not free from resistance. The Left and progressive forces around the world have been launching vehement resistance movements against aggression and domination.

Some important developments have taken place in the communist movement of Nepal. The major two communist parties, Communist Party of Nepal (UML) and Communist Party of Nepal (Maoist Centre) have decided to form Left Alliance to contest the election of the House of Representatives and Provincial Assemblies which was held on November 26 and December 7, 2017. The Left alliance won 116 seats out of 165 in the House of Representatives and got nearly two third majorities in six Provincial Assemblies out of seven. The CPN(UML) and CPN(MC) have decided to unify both the parties in the near future, hopefully, on April 22, 2018. 

The chairman of our party, KP Oli has been elected as the prime minister of the country by more than two third majorities of the House of Representatives. Similarly the former vice-chair of our party and former president Bidhya Devi Bhandari has been re-elected as the president of Nepal. Now, our party has taken a great responsibility to drive the nation with new vision to achieve economic developments towards creating socialism oriented State.

We believe that the outcome of your Congress will not only play a significant role in enhancing the Left movement of India but it will also greatly contribute to the development, expansion and consolidation of the International Left Movement.

Portuguese Communist Party

Dear Comrades,

WE convey warm greetings from the Portuguese Communist Party to the delegates to the 22nd Congress of the Communist Party of India (Marxist) and, through you, to all the Communists and the working people of India. We wish, in particular, to convey the solidarity of the Portuguese Communists with the comrades who, in Tripura and other parts of India, have been victims of brutal anti-Communist violence. We wish that your Congress may contribute to strengthen the CPI(M) and the struggle of all Indian Communists for the interests of the working class, the peasantry and the whole people, for democracy, social progress and peace.

Your Congress is taking place in one of the most dangerous moments in the history of humanity. The effects of capitalism’s systemic crisis, which has undergone a qualitative leap in the past decade, continue to expand and to affect, in diverse ways, all spheres of life on our planet. Two hundred years after the birth of Karl Marx, the facts confirm the lucidity and validity of his profound analysis of capitalism and of its irreconcilable contradictions.

The great imperialist powers took advantage of the change in the world balance of forces resulting from the downfall of the USSR and the counter-revolutions in Eastern Europe, in order to launch a profoundly reactionary offensive, which today threatens the very survival of humankind. Widespread war and aggression; the permanent plundering of, and interference in, all countries of the world; the increasingly brutal worsening of all forms of exploitation of the workers and peoples; the destruction of nature – all in the name of profit-making and the accumulation of capital – have wreaked a true tragedy for vast masses of human beings in the past quarter century, of which the situation in the Middle East is an eloquent example.

But this world-wide offensive by imperialism has not managed to overcome the historical limitations and unsolvable contradictions of capitalism. On the contrary, it has heightened them. The root causes of the crisis have not been eliminated. Capitalism is today confronted with a growing popular discontentment, even in the countries of the imperialist centre – whose peoples are also victims of the ferocious class offensive unleashed by big finance capital. At the same time, the impetuous growth of China and other powers, as well as the increasingly autonomous assertion of Russia – which despite being today a capitalist country continues to be the target of the old imperialist powers who do not tolerate any challenges to their world hegemony – are changing the world balance of forces from an economic, political and military point of view. The incapacity to emerge from the crisis and to ensure their worldwide hegemony through the usual forms of domination, is leading to a daily exacerbation of increasingly acute internal contradictions among different capitalist powers and sectors. It is in this context that sectors of big capital are, as in the past century, choosing the path of the most brutal violence and force. The promotion of fascist violence – as in Ukraine and other parts of Europe, in Latin America and also in your country – is a reality that accompanies the ever more widespread introduction of special legislations that create or strengthen mechanisms of repression, that are being readied to be unleashed against the workers and peoples of the world. And the increasingly delirious provocations, lies and threats by NATO, the USA and European powers, no longer just against countries without significant military capability, but increasingly against nuclear powers such as Russia and China, must represent a warning bell for all of humanity. Capitalism in crisis and historical decline is a monster. A monster which in the last century has already proved to know no limit to its barbarity. In the nuclear age, these dangers threaten the very survival of humanity.

Dear Comrades,

The Portuguese workers and people have also been the victims of the offensive of big capital which, in our continent, has been led and imposed by the European Union. After years of the most brutal offensive against the workers and the peoples since the days of the fascist dictatorship, the October 2015 elections created a new balance of forces in the Portuguese parliament. Having lost their absolute majority, the previous government, supported by the right-wing parties, was replaced by a minority Socialist Party government. With the new parliamentary balance of forces it was possible to achieve some important results, such as the restoration of the cuts in wages and pensions and the halting of some privatisations. But, as the PCP warned from the beginning, this new situation did not, in itself, represent a profound break with the past. The Socialist Party, which for decades was a loyal executor of the right-wing policies that served big capital and the big powers that run the EU, has not changed its nature. Recent decisions, such as the refusal to reverse the harmful changes that the previous government made to the labour laws, show that the PS is determined to proceed along that course. As the PCP always said, only the mass struggle, the organised struggle of the workers and the people, and a stronger PCP, can change the balance of forces and impose an alternative policy, the patriotic and left-wing policy for which the PCP fights. Our Party is actively committed to mobilising this struggle.

Dear Comrades,

The dramatic reality of our times demands, more than ever, strong Communist Parties, rooted among the masses, their unity and joint action, and their irreplaceable role in strengthening a vast anti-imperialist front for peace, which may halt the threat of war, defeat the imperialist offensive against the sovereignty of peoples and countries and against the social, labour and political rights of the vast masses of the people. The resistance continues, and in various cases, is scoring successes that should be highlighted. That is the case of the victorious resistance of the Syrian people, with the help of their allies, against the gigantic operation of foreign aggression of which they have been the victims. It is also the case of the important victories and advances of Communists in neighbouring Nepal. But on a world level, the Communists and anti-imperialist forces, the forces of peace and social progress, are still far from achieving the strength which is objectively required by the situation on our planet. This is the most urgent task that confronts us today. And the PCP, a patriotic and internationalist Party, will do its utmost to help strengthen and ensure the unity of the world Communist and revolutionary movement.

It is with this spirit that we renew our wishes of success to the 22nd Congress of the CPI(M) and to the struggle of Indian Communists, so that the people of your immense country may give their crucial contribution to this vast world-wide front for peace and against imperialism.
