The 21st Congress Political-Tactical Line underlined the fact that the "CPI(M) must adopt flexible tactics to meet swift changes in the political situation". Could you elaborate on this? N. S. Goswami I-1756 C R Park New Delhi THE reference to flexible tactics is contained in the Review Report on the Political-Tactical Line adopted in the 21st Congress of the Party. It is based on this review that the political-tactical line which is contained in the Political Resolution was adopted. The review report after discarding a third alternative based on an alliance between the Left parties and the secular bourgeois parties at the national level, states the necessity for having flexible tactics. The exact formulation is as follows: “There can be swift changes in the political situation. New contradictions may emerge amongst the bourgeois parties and within them. Political parties may undergo changes through splits or coming together to form a new party. Flexible tactics should be evolved to deal with the situation.” What this means is that while pursuing a current tactical line, we must be prepared to adopt flexible tactics when the situation warrants it. There can be sudden major changes in the political situation. There can be break-up of existing alliances, or a split within a party or emergence of a new party. Such developments may require formulation of fresh tactics or change in tactics. At present, the CPI(M) is pursuing the political-tactical line set out by the Party Congress at Visakhapatnam. If the need arises, as stated above, there can be adjustments or changes to the line that can be decided by the Central Committee.
